JOB DESCRIPTION: The Instrumentation Engineer will be responsible for serving as the Project Manager and/or Project Engineer for Expense and Capital projects involving instrumentation/controls and analyzing the scope of proposed expense and capital projects to determine engineering criteria and requirements.
Additionally, the Instrumentation Engineer is responsible for developing feasibility and project study efforts, analyzing the economic justifications of competing options, setting criteria and evaluating proposed and final engineering designs and assuring that project scopes are installed within budget and schedule constraints. The Instrumentation Engineer will work under the supervision of a Senior Instrumentation Engineer. This position is also responsible for coordinating and developing all project engineering work including the front-end loading (FEL) phases such as project study basis, project study reporting, project design basis, procurement activities and support, and execution of detail design. Field engineering support during construction is also a crucial task to the success of this position. This is accomplished by using internal and/or external engineering resources, providing the required guidance and defined objectives, and following CITGOs Capital Projects procedures and practices.
RESPONSIBILITIES - Developing job scopes for new controls for expense projects; performing initial field surveys and collecting data to be used in establishing preliminary control designs
- Assisting in job scope definition and feasibility studies for new instrumentation/controls for small to medium-size capital projects; assisting in evaluation and selection of instruments for medium-size capital projects
- Specifying and sizing analog and digital instrumentation and final control elements for control of flow, pressure, temperature and level; determining the correct installation of instrumentation
- Reviewing design documents prepared by staff engineers and engineering contractors for conformance to specifications and procedures for medium-size capital projects
- Preparing and assembling work scopes and construction packages for expense projects
- Monitoring construction progress and addressing design questions from maintenance and capital construction workforces
- Advising management of developments which may substantially affect project cost and schedules and report progress
- Directing the work of engineering and construction contractors required for project execution
- Developing Safety Instrumented Systems (SIS) projects from the process hazard analysis review phase through final engineering, construction, and commissioning utilizing the ANSI/ISA 61511 life cycle
QUALIFICATIONS - Bachelor’s Degree in Electrical Engineering OR Bachelor’s Degree in Mechanical / Chemical Engineering or related degree will be considered with applicable experience
- 2 years of engineering experience in the refining/petrochemical industry required (8 years of engineering experience highly preferred)
- Working knowledge of ANSI/ISA 61511, preferred
- Experience with sizing and selection of instrumentation in the refining/petrochemical industry, preferred
