Position Summary The Hazardous Waste Manager serves as the campus subject matter expert for hazardous waste, hazardous waste operations and manages all operational components of the campus hazardous waste program, including leadership and guidance to technical and professional staff in the area of hazardous material management.

Responsibilities Provides technical leadership, functional guidance and management of the campus hazardous waste operations.
- Supervises professional and technical personnel in the area of Hazardous Materials Management, including selection, performance management and taking corrective action as required:
- Ensures staff are fully and properly trained to meet mandatory training requirements of positions
- Develops new procedures and processes for hazardous waste program and recommends improvements to existing procedures and processes
Provides oversight for implementation of the following hazardous materials management operations, including performing audits to ensure they are performed in compliance with federal and state regulations and program guidelines:
- Chemical waste pick-up, sorting and classifying, packing/labeling, transportation, disposal, and record keeping for on-site and off-site facilities
- Chemical reuse, tracking and redistribution
- Hazardous waste minimization
- Ensures that quality control procedures are executed to effectively and efficiently monitor and meet regulations
Campus Hazardous Waste Expert
- Performs complex professional hazardous materials and hazardous waste management functions
- Provides direction and guidance on complex environmental issues encountered by subordinate staff and campus community for hazardous waste handling and disposal
- Trains or recommends trainings for all waste workers in technical, regulatory, and policy-based program requirements ensuring they are fully and properly trained to meet mandatory training requirements of positions
- Maintains current and up-to-date information regarding existing and/or proposed changes in environmental regulations and ensures information is disseminated appropriately
- Provides expert counsel to, and may coordinate, department Designated Spill Response Team, and may serve on team to cover shifts and staffing vacancies
- Leads emergency field teams responding to hazardous material releases in a campus- wide disaster.
- Drafts reports and other documentation, including use of relevant scientific data and performs content review of subordinate staffs' documentation including agency reports.
- Completes and maintains compliance on campus/systemwide training requirements, as well as any training necessary per role
Oversees business operations of Hazardous Materials Facility (HMF):
- May monitor purchasing budget expenses, and financial/budget compliance in support of operations.
- Chemical waste recharge rate development and collection efforts
- Provides data and quality control checks of annual recharge submittals.
- Monitors inventory and places orders as needed.
- Serves as primary liaison with hazardous waste contractors, and assists in developing chemical waste labor, and transportation and disposal contracts. Provides work direction to chemical waste labor contractors.
- Drives university vehicles in fulfillment of job responsibilities and, in partnership with department Vehicle Custodian, ensures inspections and necessary programmatic audits for assigned HMM vehicles (trucks, golf carts)
- Serves as Building Coordinator for HMF, liaison to Facilities Services, conduct inspections, coordinate access, and emergency coordinator
Member of Designated Urgent Response Team (Regular rotation, 24/7, up to every 6-8 weeks or as needed)
- Provide technical support to Dedicated Urgent Response Team (DURT) program by serving as a 'Designated Responder.' Must be accessible via telephone and readily available to respond on-scene to emergencies (e.g., a chemical spill) during business hours. Will perform directly or coordinate any necessary field activities to evaluate and mitigate a hazard.
- Provide technical support to DURT program by serving as the 'Lead Off-Hours Responder.' Must be accessible by UCPD via telephone and readily available to respond on-scene to emergencies (e.g., a chemical spill) during non-business hours. Must be within one hour of campus and may not engage in activity that will affect ability to respond.
- To serve as designated responder, incumbent must meet the specific requirements of the DURT program as outlined in the EH&S DURT Program guidelines. These include occupational physical qualifications. Medical baseline is required.
- If assigned, may coordinate the Team, and will be subject to other requirements, including training and medical surveillance.
EH&S Emergency Response: At the request of campus management (EH&S Director, VC Administration/Research, UCPD Chief, or designated alternate), serve in a designate role within the EH&S Emergency Support Funcion and be on call to the campus Emergency Operations Center in a campus designated disaster or campus hazardous material release/threated release. Provide appropriate emergency response role based upon expertise and, where applicable, designated departmental role.
Staff development: Works on professional committees and assignments, participates in professional training and attends relevant conferences, and/or is mentored or coached on a formal or informal basis.
Performs other duties as assigned.
- As a member of the system-wide UC Hazardous Waste Action Group, performs audits of Treatment, Storage, and disposal facilities, prepare and award hazardous waste. vendor contracts and share UCB best practices
Required Qualifications - Knowledge of appropriate regulations related to generation, handling, and management and disposal of chemical waste, including pollution prevention and waste minimization. Includes applicable CDPH, DTSC, DOT, EPA, CUPA and OSHA regulations.
- Comprehensive knowledge and understanding of EH&S technical requirements, logistics, materials and operations, rules, regulations, laws, etcetera.
- Skills to effectively direct and supervise subordinate staff who are assigned duties in different programs;
- Demonstrated written, verbal and interpersonal communications skills, including strong skills to interact successfully with a widely diverse population.
- Proven skills to organize, prioritize and complete projects within budget and time constraints.
- Solid skills to appropriately, efficiently and effectively respond to emergencies and critical situations.
- Skills to effectively integrate several highly regulated subject and program areas.
- Demonstrates a desire to promote diversity, equity, inclusion and belonging, to establish and maintain positive and effective working relationships throughout the organization and with outside constituencies.
Preferred Qualifications - Bachelor's degree in related area and / or equivalent experience / training.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary range that the University reasonably expects to pay for this position is $98,600 - $141,500, annually.
